Abstract

Lieber argued that external liberty is an outgrowth of internal freedom. Real freedom is “perpetual, individual, and relates to the whole being.” Liberty is “granted, guaranteed, and, therefore, generally of a public character.” It is the political expression of this preexisting moral condition of the people. It is a practical result of flourishing institutions of self-government.
